This dissertation examines the politics and pedagogy of language use at the University of the Philippines (U.P.) during the twentieth century. It approaches the subject both historically and ethnographically, based on documentary research and participant observation. The study was initially stimulated by the passage of a radical Language Policy in 1989 which declared that English, traditionally used as the language of instruction, should be replaced in undergraduate courses by Filipino--the national language based on the Tagalog vernacular. The 1989 Language Policy was itself a product of an upsurge in linguistic nationalism which followed the People Power revolution of 1986 and the propagation of the 1987 Philippine Constitution. The Policy, however, was never fully implemented. In fact, by 1994, a new initiative was underway in the University to improve the teaching of English. This in turn was related to the economic and political policies of a new national administration intent on expanding the economy in an international marketplace dominated by English. Language policy at the University was intimately intertwined with national concerns which did not necessarily recognize either the pedagogical skills and needs of the faculty and students or the rich history of language use in the University.

520 $a A review of this history suggests that politically, the conflict perceived in the 1990s between English as the language of modem economic development and Filipino as the language of national independence was a false dichotomy. English had, in fact, long been a vehicle for intense nationalist debate, quickly assuming essential aspects of the role previously played by Spanish, the former colonial language. At the same time, Tagalog/Filipino was actively and creatively continuing its long struggle to incorporate the new vocabulary and literary standardization it would need to become a useful modern language.
520 $a The more serious bifurcation in the University was pedagogical, with Filipino dominating oral discourse but most literacy functions being performed in English. The study examines the origins and history of these problems during the tumultuous twentieth century--examining a dynamic and engaged national University making the linguistic transition from colonialism to independence in a technological age.
