The United States (US) and the People's Republic of China (PRC) have entered a new era of Great Power Competition centered in the Western Pacific and spanning the globe. China's rise is threatening the US global hegemonic status and the liberal international world order set up by the US at the end of World War II. The strategic competition between the US and China may be on the verge of expanding an existing Cold War, thus affecting countries globally as two nuclear superpowers compete for power and influence. This research examines the impacts of expanding an existing Cold War between the US and China on the US National Security Strategy in the Indian Ocean and Pacific Ocean (Indo-Pacific) area of responsibility (AOR). However, to understand the impacts of a Cold War 2.0, this grounded theory research examines what communications, actions, and ideas show if the US and China have expanded an existing Cold War and, if so, how the US can counter and deter China without engaging in armed conflict. The realist constructivist international relations (IR) theory is used during analysis to understand the ideals behind the US population and leaders, the Chinese Communist Party (CCP), and their leader's pursuit of power in the Western Pacific and Globe writ large. Lastly, the research will provide policy recommendations for countering China in the Indo-Pacific and avoiding armed conflict between the US and China.
