This thesis examines the landscape of remote sensing (RS) integration with urban planning at municipal planning organizations across the St. Louis Metropolitan area. Currently, much academic research has gone into developing diverse applications for remote sensing in urban planning and decision-making, resulting in targeted recommendations for innovative methods planners may employ to improve the execution of their roles. There has, however, been limited research into the ways in which actual practicing municipal planners might use, understand, and value remote sensing in their daily lives.Gaps in the literature led to the development of five research questions. The first three develop a characterization of the current state of remote sensing integration with planning in the St. Louis Metro region. Two research questions explored a set of potential contributing factors to this unique characterization. This study incorporated evidence from a structured survey sent to municipal planners, the 2020 Census, and publicly available municipal financial reports. This study found that planners recognize significant value in remote sensing for municipal planning practices, but there are multiple areas for RS integration improvement. While this thesis concludes that respondent planners in the St. Louis area identify many applications for remote sensing in their workflows, key growth areas for remote sensing integration improvement are also discussed. These improvement areas include increasing education and awareness of remote sensing to planners, capitalizing on the benefits of strong municipal Geographic Information Systems (GIS) departments, and promoting remote sensing skills in hiring and onboarding.
