The present study examined the distributive justice implications for Black and African American Washingtonians when property taxes are used to finance climate change adaptation and mitigation projects. The research scrutinized the geographical pattern of climate risks and environmental health disparities among Washington's Black and African American populations. The study related to prior research in critical tax theory research and climate change ethics. This study adopted a quantitative approach using spatial analysis to allow for a comprehensive investigation of patterns and relationships between property taxes, demographic and socioeconomic factors, and climate risks. The study incorporated secondary data from Climate Mapping for a Resilient Washington, Washington Tracking Network (WTN), the US Census Bureau, Municipal Research and Service Center (MRSC), and the American Community Survey (ACS). Local Moran's I and Getis-Ord Gi* statistics were utilized to scrutinize the geographical pattern of environmental health disparities among Washington's Black and African American population. A case study approach provided context by focusing on the connection between water quality and climate disparities. The results did not indicate a strong direct correlation between property tax rates and homeownership rates in the counties examined. This finding suggested that while property taxes may be a factor in the overall financial burden on homeowners, they are not the sole or primary driver of homeownership stability and climate change instability within Washington's Black and African American communities. For future research, a more detailed, longitudinal approach incorporating a more comprehensive range of variables could provide deeper insights into the dynamics of property taxes and climate change stability among Black and African American communities.
