Over several decades, downtown streetlife in many North American cities was altered dramatically as planners and developers worked collaboratively to create alternative, quasi-public spaces in privately-owned commercial projects. The prominence, character, and success of these spaces varies widely. This dissertation examines how broad trends in planning philosophy, planning practice, and the property development industry are mediated at the local level through an intricate web of institutional relationships and cooperative agreements forged between leaders in the public and private sectors. The evolution of grade-separated cities, that is, cities with above-ground skyway systems and/or below-ground pedestrian tunnel systems, offers an opportunity to examine the bridges created between local government and big business as well as the various decisions which contribute to the restructuring of downtown public space. Comparative case studies analyze the changing physical and institutional landscapes of three grade-separated downtowns in the postwar era (1945-1995): Houston, Minneapolis, and Toronto. These cities represent substantial variation in two important areas: the manner in which grade-separated construction is integrated into the physical fabric and infrastructure of each downtown (streets, sidewalks, and parks); and the working relationship between leaders in the local public and private sectors. Field study reveals that the character and tone of cooperation between local leaders plays a significant role in maintaining (or undermining) the control of downtown "public" space and the way in which it is restructured by the architecture of each pedestrian system. This dissertation concludes by considering the implications of entrenched patterns in local development politics on the eroding streetlife in grade-separated cities.
