Medieval notaries public were licensed issuers of legal documents, whose authority was derived from either pope or emperor as holders of universal jurisdiction. The institution had roots in ancient Rome and was revived in Italy with the renewed interest in Roman law characteristic of the eleventh and twelfth century. With the influence of Roman law and church courts, the notariate spread to northern Europe. This dissertation is a study of the transplantation of the notariate to Flanders. There are six chapters: (1) The European Background, describes the institutions in Italy and traces the spread of the notariate to northern Europe; (2) Early Notaries Public in Flanders, treats the earliest known notaries in Flanders beginning in 1287 and the first notaries to settle in Ghent, Ypres and Bruges in the early fourteenth century; (3) Notaries in the Flemish Church, analyzes the use of notaries public by church governments, from the episcopal administration of Tournai to local church administrations; (4) Notaries Public in Civil Employment, investigates how secular institutions employed notaries in the fourteenth and early fifteenth centuries. Sections include notaries in the comital administration of Flanders, in town government and notarial employment in Flemish business; (5) Diplomatic, analyzes Flemish notarial documents; from the form, language and dating practices, to notarial sign manuals and forgery. The final chapter is a prosopographical analysis of data of all known notaries public in Flanders from 1287-1450, including extensive biographies of three notaries public. The dissertation concludes that notaries public in Flanders were more important than previously thought, although the institution developed quite differently than in Italy. Unlike the Italian notariate, notaries in Flanders were for the most part clerics, and the work they performed for clients tended to be documents intended for church courts or administrations. Nonetheless, notaries public held important offices in both comital and town administration in the course of the fourteenth century, but the Flemish notariate was never of central importance to secular administrative institutions, due to its late introduction into the county, and to hesitancy on the part of the Flemish to abandon traditional ways of record-keeping. This hesitancy was not true of Flemish church administration, however, as notaries public quickly became prominent in the episcopal chancery of Tournai as well as smaller church chanceries.
