Migrant advocacy in Taiwan is a contested nexus of governance. In this dissertation, I examine how advocacy and care for Southeast Asian migrant communities function not only as responses to structural inequality and restrictive immigration policies but, more significantly, as political projects through which the Taiwanese state signals alignment with liberal regimes of care and human rights. In a context marked by geopolitical uncertainty and limited international recognition, caring for migrants becomes a strategy for asserting moral authority and seeking global legitimacy. By tracing the everyday practices of advocacy, I explore the negotiations among activists, migrants, and institutions around care, recognition, and structural inequality. I analyze how advocacy unfolds across political, cultural, and medical domains, illustrating how state-sanctioned multiculturalism both enables and constrains inclusion. Central to my analysis is the concept of mediated belonging: the labor activists undertake to render migrants visible and legitimate within frameworks of policy, funding, and public discourse. Through translation, cultural performance, and health interventions, activists frame migrants as subjects worthy of care, but often in ways that align with dominant linguistic and cultural norms. Although such efforts are frequently limited by institutional hierarchies and bureaucratic demands, I also highlight moments of creative resistance and imaginative possibility that emerge through advocacy work. This dissertation contributes to scholarship on race, ethnicity, transnational migration, and activist research by examining how belonging and care are actively negotiated within contingent and affectively charged encounters. Finally, I invite reflection on how anthropological knowledge might better engage with uncertainty and foster generative space for rethinking the politics of care, inclusion, and social transformation.
