The clean energy transition presents significant challenges for utility leaders tasked with balancing regulatory compliance, cost management, and equitable access to sustainable energy solutions. The problem addressed in this study is that utility leaders lack the resources and strategies needed to implement decarbonization solutions without disproportionately impacting vulnerable populations, who are already at risk of energy poverty. The purpose of this study was to identify consensus-driven strategies for managing these financial impacts while ensuring equitable compliance with decarbonization mandates. Using a modified Delphi methodology, this research engaged energy industry leaders in a two-round process to collect qualitative and quantitative insights on effective approaches. The findings revealed a strong consensus on the importance of equity-driven strategies, including prioritizing income, household size, and energy burden as criteria for identifying vulnerable populations. Tiered rate structures, financial assistance programs, and utility-led initiatives, such as community solar projects, emerged as key strategies for promoting equitable access to clean energy. Regulatory frameworks emphasizing equity and procedural justice were also deemed essential for compliance with decarbonization mandates. Additionally, community engagement through partnerships with local organizations and targeted outreach efforts was identified as a critical component of successful implementation. The implications of these findings extend to utility leaders, policymakers, and stakeholders seeking to navigate the complexities of clean energy transitions. By integrating the principles of energy justice, corporate social responsibility, and sustainability, this study provides actionable strategies to ensure the benefits of decarbonization are distributed fairly. The research contributes to the broader discourse on energy equity, offering a framework for achieving sustainable and inclusive energy systems that address the needs of vulnerable populations.
