Since the 1950s, modern scholarship has shown interest in the concept of Yhwh's מעשׁה/עצה in the Book of Isaiah. Initially, the main concern was to determine the sociohistorical meaning and function of statements about Yhwh's plan(s) vis-a-vis human plans in the prophetic ministry of Isaiah ben Amoz. As the scene of Isaiah studies shifted, redactional, canonical, and synchronically minded modes of inquiry took the stage. Although the theme of Yhwh's plan(s) has been analyzed from several angles, no synchronic exploration of its function in the whole book has been offered to date. What is the import of Yhwh's plan(s) in the unfolding of Isaiah? In pursuit of this question, the present dissertation employs frame semantics and a sequential-synchronic reading strategy to argue a dual thesis. First, plan-related terminology and tropes provide the thread that holds together Isaiah's main theme: the rehabilitation of Zion as the center of Yhwh's global kingdom for a remnant from Israel and the nations. The regal God of Isaiah's temple vision (ch. 6) strategizes and intervenes in the world chiefly with that end in view. Second, while Isaiah 1-12 puts forth the goal and key components of this grand divine program, the book's remaining macro units (chs. 13-27, 28-39, 40-55, 56-66) develop it in close dialogue with those foundational chapters. The pervasiveness and integrative role of the divine plan motif should inspire closer attention in future treatments of Isaiah.
