John Fowke was a military entrepreneur in London during the English Civil War period. He was a close associate of Maurice Thompson and William Courteen. This thesis examines Chancery Court documents from Fowke's 1630 litigation with the East India Company. They reveal that Fowke had an interest in the black market for gunpowder. Fowke stood at the center of a split in the London merchant community. After 1640, Fowke was an early mass political organizer leading the revolutionary faction of merchants. This group of 'new modelers' set trade policy into the Restoration, creating the British gunpowder empire.
