Public markets are social infrastructures. They help form communities, enhance neighborhood identity, and support local entrepreneurship. But what happens if the market is thoroughly neglected by the community-at-large for long periods every year. The Broadway Market is Buffalo's last public market. Founded in 1888, the original market provided jobs and businesses to Polish immigrants who flocked to Buffalo's East Side. The current structure, completed in 1956, was conceived as a three-story market-garage hybrid to serve the parking needs of the entire Broadway-Fillmore Commercial District. Since its completion, the neighborhoods around the building have experienced significant demographic and economic changes. Despite the declining number of tenants, the market still comes alive every Easter with seasonal tenants, welcoming a significant number of visitors from Western New York and abroad. Arguably, the market is even more crucial outside the Easter season, providing affordable food access to low-income communities with limited car access. Now, a $50,000,000 investment into the Broadway Market aims to reshape the physical space and management into a year-round international market.Previous revitalization attempts have treated the market as a blank slate for redevelopment. This thesis takes a different approach. News articles, press releases, construction documents, and comparable public markets are analyzed to inform the outline design proposal that builds on the strengths of the market to enhance the communal experience, providing the pathway for transforming it into a community hub anchored by enhanced access to culturally significant food, entrepreneurial resources, and spaces of social interaction.
