Intensifying climate impacts and persistent development challenges have led to mounting calls for transformation. However, over three decades of global climate negotiations have failed at keeping global average temperatures within 1.5 °C. This dissertation examines how mechanisms at the global level inhibit or enable more transformative climate action. Specifically, it focuses on two cases that hold potential for enabling transformation but have remained underexamined: capacity building and spatial arrangements. Capacity building is intended to empower groups to pursue their own agendas but remains ambiguous and largely unnoticed within the United Nations Framework Convention for Climate Change (UNFCCC). Similarly, surprisingly little attention has been paid to how spatial and material arrangements shape the global regime. This dissertation explores three interconnected sites to examine how and where transformation is inhibited/enabled across these two components at the global level. The first study synthesizes five fields of practice to identify what capacity building for transformation should look like, highlighting the importance of accountability structures, financial arrangements, and decision-making that enables bottom-up agency. The second study uses document analysis to examine capacity building within the UNFCCC. This study discovers a 'stickiness' within the regime which institutionalizes a narrow set of imaginaries and capacity building actions that reproduce power relations and dull the transformative potential of holistic approaches to capacity building. The third study is an ethnographic examination of spatial arrangements within the UNFCCC to understand whether and how 'stickiness' manifests materially in the regime. This study shows how spatial arrangements exclude less powerful voices, their visions, and values from global decision-making.Theoretically and practically, this dissertation uncovers how hidden mechanisms within the global regime reinforce the status quo and undermine transformative efforts. This research suggests centering marginal, discordant, and nuanced perspectives through individual, institutional, material, and discursive pathways to enrich possibilities and opportunities for transformation.
