This thesis evaluates whether United States military sustainment policy for the Indo-Pacific is strategically coherent and likely to deliver the deterrent and warfighting effects its proponents promise. It argues that sustainment is one of the principal tests of strategy itself. The Indo-Pacific's vast distances, maritime geography, contested access, vulnerable forward bases, and reliance on allies and partners make endurance as important as initial combat power. A military force that cannot be moved, fueled, repaired, reloaded, protected, and regenerated across time cannot credibly deter aggression or prevail in a major conflict.To assess this problem, the thesis develops the Clausewitz-Lykke-Mahan Strategic Sustainment Coherence Framework. Clausewitz provides the logic of policy-governed war, friction, moral forces, and culmination. Lykke provides the structure of objectives, concepts, resources, and risk. Mahan provides the maritime logic of communications, strategic position, ports, bases, and access. Together, these military theorists provide four common evaluative principles: (1) policy-governed objectives and strategic purpose; (2) ends, ways, means, and explicit risk under real conditions; (3) friction, moral forces, and the problem of culmination; and (4) maritime communications, strategic position, basing, and partner-enabled access.The thesis applies this framework to the 2025 National Security Strategy, the 2026 National Defense Strategy, Joint and Service sustainment doctrine, congressional posture statements, congressional testimony, industrial base materials, maritime mobility evidence, and supporting defense policy literature. The analysis finds that United States military sustainment policy for the Indo-Pacific is strategically coherent in concept, but not yet fully coherent in execution. Policy increasingly links sustainment to deterrence by denial, forward posture, industrial capacity, mobility, and allied and partner access. It also recognizes that the Joint Force must operate in a contested environment where logistics, bases, ports, fuel, munitions, and repair capacity will be targeted.The central weakness is that the sustainment architecture remains too thin for the warfighting burden it intends to address. The most persistent gaps appear in sealift transport capacity, tanker capacity, intra-theater movement, munitions depth, industrial surge, forward repair, protected fuel distribution, access implementation, and the conversion of dispersed posture into a resilient wartime network. The thesis concludes that the United States does not need a perfect sustainment system to deter aggression, but it does need a system credible enough that an adversary cannot expect the Joint Force to culminate after the opening phase of combat. In the Indo-Pacific, sustainment is the test of strategy.
