All of the law collections in the ancient world, both biblical and cuneiform, promoted humanitarian values-that is, justice for the lawbreaker and mercy for the needy. Scriptural passages advocating for the needs of the widow and the orphan such as Exod 22:21-23 [Eng. 22:22-24], for example, find parallels within the prologues of their ANE legal contemporaries. What is it, then, that makes the law of the Israelites stand out as "righteous" among the law collections of the surrounding nations as its author, YHWH, claims (Deut 4:8)?{A0}For the past century, scholars have enjoyed extensive discussion concerning the literary and historical connections that may exist between biblical and cuneiform law. While these endeavors are no doubt beneficial to the field of ancient jurisprudence, this study seeks to give equal merit to theo-ethical measures. Relevant topics therefore include the proclaimed and demonstrated identity of the respective lawgivers, the value hierarchies implicit within their legal systems, and the motivations that drove them to promote humanitarian concerns.{A0}With special attention to the Book of the Covenant (Exod 21-23), this study shows how biblical law possesses a unique, inherent, and innovative humanitarian outlook rooted in the compassionate character of YHWH as modeled by his actions in the exodus narrative. As such, God's proclamation of compassion in Exod 22:26 [22:27] (Heb. {D7}{A0}{D6}{ohorn}{D7}{95}{D6}{ohorn}{D7}{9F}{D6}{hardsign}{D7}{97} (serves as the initial focal point with each subsequent chapter further "zooming out" in scope. By the end of this work, it will be seen that this compassion not only establishes the basis for the Book of the Covenants's set of humanitarian values, but it also provides the worthy motivation required of its covenant readers in order to appropriately live according to its directives.{A0}
