The challenge of mass incarceration is experienced on a global scale. Both the United States and Uruguay follow this trend. The rehabilitation systems of both countries face two major problems: high incarceration rates and high recidivism rates.To make analyses and comparisons of both rehabilitation systems possible, this study reviews literature exposing the history of the prison systems of both countries, the current state of the Uruguayan system, and an exploration of the most used rehabilitation tools in both nations.This study proposes solutions to both high incarceration rates and high recidivism rates, through a qualitative analysis of experts' discourse: parole officers from the United States, and clinical professionals from Uruguay.The results show that, despite major differences between the two study populations sampled, there are agreements in relation to the necessary changes that both systems must undergo in order to achieve more effective interventions in terms of rehabilitation. There seem to be overarching similarities regarding what works and what doesn't work in rehabilitation.This research has generated knowledge in Comparative Criminology, producing new understanding for that area of expertise within Criminology. The information obtained through this study can be used for the benefit of both the American and the Uruguayan rehabilitation systems.

El desafio del encarcelamiento masivo se vive a escala mundial. Tanto Estados Unidos como Uruguay siguen esta tendencia. Los sistemas de rehabilitacion de ambos paises enfrentan dos grandes problemas: altas tasas de encarcelamiento y altas tasas de reincidencia.Para hacer posible el analisis y la comparacion de ambos sistemas de rehabilitacion, este estudio revisa literatura que expone la historia de los sistemas penitenciarios de ambos paises, el estado actual del sistema uruguayo y una exploracion de las herramientas de rehabilitacion mas utilizadas en ambas naciones.Este estudio propone soluciones tanto a las altas tasas de encarcelamiento como a las altas tasas de reincidencia, a traves de un analisis cualitativo del discurso de expertos: oficiales de libertad condicional de los Estados Unidos y profesionales clinicos de Uruguay.Los resultados muestran que, a pesar de las grandes diferencias entre las dos poblaciones de estudio muestreadas, existen coincidencias en relacion a los cambios necesarios que deben sufrir ambos sistemas para lograr intervenciones mas efectivas en terminos de rehabilitacion. Parece haber similitudes generales con respecto a lo que funciona y lo que no funciona en la rehabilitacion.Esta investigacion ha generado conocimiento en Criminologia Comparativa, produciendo una nueva comprension para esa area de especializacion dentro de la Criminologia. La informacion obtenida a traves de este estudio puede ser utilizada en beneficio de los sistemas de rehabilitacion estadounidense y uruguayo.
