Climate change increasingly threatens food security at global, regional, and local levels. Despite the importance of food security and climate crises, limited empirical research has been conducted relating these concepts to governance. This paper aims to fill this gap, relating these concepts on a macro-level to identify the impact of extreme weather events ("climate shocks") on food security in countries with varying levels of government effectiveness. Using a time and country fixed effects model, the study uses quantitative methods to conclude that: (i) climate shocks undermine food security; and (ii) the consequences of climate crises are worse for countries with weak institutional capacities, especially in low and middle-income countries. Thus, it is critical that efforts to improve government effectiveness are integrated into strategies to strengthen climate resilience and mitigate impending food insecurity. Insofar, this paper is an urgent call for greater international cooperation and coordination to deploy inclusive, context-specific, and innovative strategies focused on effective governance, climate resilience, and sustainable agri-food systems to tackle rising levels of global hunger.
