Green stormwater infrastructure (GSI) has emerged as a popular alternative to traditional combined sewer systems for flooding and stormwater mitigation. GSIs are often being touted for their numerous co-benefits and community health impacts yet those impacts are often not prioritized during the planning stage. This study focuses on analyzing multiple aspects of vulnerability to local flooding impacts - social, environmental, infrastructural, maintenance - across the citywide landscape of Philadelphia, to identify which communities have greater need for GSI. Multifaceted vulnerability indices reveal the uneven spatial distributions of inundation, built environment, social and maintenance vulnerabilities to flooding events at the scale of Census block groups. For a more equitable approach to urban GSI planning, this research proposes the selection of GSI type be based on not just community need that co-benefits could reduce, but also expected neighborhood maintenance to ensure the infrastructure chosen will be as efficient and durable as possible.
