This study examined the differences between government communicators and media framing of national security policy presented in U.S. national security strategy (NSS) documents using two cases. Qualitative frame analysis was used to determine national security issue frames presented in the NSS documents, used by government communicators to describe policies from the NSS documents, and used by the media to report on the NSS documents. Differences between government communicator framing of the policies presented in the documents and the media's use of issue frames in reporting on the NSS documents were qualitatively and quantitatively evaluated. Results of the analysis identified that in both cases government communicators and the media emphasized different frames and presented frames using different tone in discourse related to the NSS documents. When news media and opinion media were evaluated separately it was identified that the news media presented frames in neutral tone while opinion media used mostly negative tone in framing policies from the NSS documents in both cases. The overall determination is that in both cases each actor played their professional role in discourse related to the NSS documents. Government communicators provided salience to specific issues and promoted NSS policies in a positive tone. The news media provided salience to different issues and reported on the NSS documents in a generally neutral tone. Finally, the opinion media focused on separate issues and critiqued the NSS documents in a largely negative manner.
