Dunya tekstil ve konfeksiyon sektoru 2005 yilinda cok ciddi bir donemece geldi. Dunya Ticaret Orgutu uyesi ulkelerin arasindaki kotalarla duzenlenen ticaret, Tekstil ve Konfeksiyon Anlasmasinin (Agreement on Textiles and Clothing - ATC), baska bir deyisle kotalarin 2004 sonu itibari ile yururlukten kalkmasi ile yeni bir doneme girdi. Bu yeni donemde ozellikle Cin basta olmak uzere Asya ulkeleri diger teksil ve konfeksiyon ihracatcilari ulkeler icin ciddi bir tehdit haline geldi. O kadar ki Turkiye dahil bazi ulkelerde Asya'dan gelen cok dusuk maliyetli urunler yuzunden ulkedeki tum tekstil ve konfeksiyon sektorunun ortadan kalkacagina dair felaket senaryolari konusulur oldu.Bu tez calismasi kotasiz donemde Turk tekstil ve konfeksiyon sektoru hakkinda bir durum tespiti yapacak ve rekabet avantaji saglayacak faktorlere ait bilgilere ulasmak icin yapilmistir. Bu amacla firmalarin is hacimlerindeki gercek degisimler ve degisim beklentileri sorgulanmis ve rekabet avantaji kazanmak icin gerekli faktorler tartisilmistir. Ek olarak bu faktorler arasinda sayilan yeni ekonominin bilisim teknolojisi araclarinin hangi seviyede kullanildigini ve bu kullanimin saglayacagi avantaj beklentisi arastirilmistir.Calismanin sonuclari kotalarin kalkmasindan sonra uzun vadede olumsuz bir beklentinin oldugubu gostermektedir. Firmalarin koleksiyon yaratmak basta olmak uzere rekabet avantaji saglayacak konularda hem fikirdirler. Bilisim teknolojileri de bu konular arasinda onemli bir paya sahiptir. Bununla beraber bilisim teknolojilerinin rekabet avantaji saglama beklentisi ile teknolojilerin kullanimi arasinda ciddi farklar oldugu gorulmektedir. Avantajina inanmalarina ragmen firmalar bu teknolojileri yeterli seviyede kullanmamaktadirlar. Bunun sebeplerine bakildiginda ise teknolojileri kullanacak egitime sahip elemanlarin yetersiz olmasi oncelikli olarak goze carpmaktadir. Tezin sonunda bu calismanin sonuclarina dayanilarak sonraki calismalar icin bir model onerilmistir.

World textiles and clothing (T&C) industry has come a serious turning point by the end of the 2004. The trade which was restricted by a number of quotas has reached a new era when the Agreement on Textiles and Clothing (ATC) was terminated which means the quotas were fully eliminated between the members of World Trade Organization (WTO). The threat that was expected and feared from the Far Asian countries, especially from China, became a harsh reality for the rest of the textile exporting countries. Insomuch that in some countries like Turkey, disaster scenarios like, all industry will to disappear in time and hundred thousands of people will become unemployed, have been started to discuss. Meanwhile of course these countries have started to revise their strategies and invest in new areas that will help them to stay competitive.This thesis was conducted to reach the information to determine the status of Turkish T&C industry and factors of gaining competitive advantage - especially information and communication technology factor - in the non-quota era. For this purpose the expectations and actual changes in the business volumes of the companies were questioned, and the factors of gaining competitive advantage were discussed. In addition the information and communication technologies (ICT) tools of new economy, which are expected to be one of the competitive advantage factors, are investigated in both utilization level and competitive advantage expectation. The thesis is aimed to describe a situation and determine the tendency of the industry instead of making a generalization about it.The results of the study state that there is a long term negative expectation after the quota elimination. The companies agree on all competitive advantage factors asked, especially making authentic design studies. The ICT tools are also considered as a significant factor to gain competitive advantage. However it is observed that there is a significant difference between the ICT utilization and the competitive advantage expectation. Since they believe the utilization of these tools will provide them serious competitive advantages, the companies' utilization level is low. When the reasons for this difference are examined, the lack of trained staff seems to be major reason. It is followed by the costs of ICT investments.
