Peer review is an essential step to ensure the quality of papers accepted to large conferences. In our work, we will examine the different behaviors of reviewers in the bidding stage, where our main focus will be on how reviewer's behavior is affected by the paper's display order, reviewer preference and 'points' associated with each paper that ostensibly reflects his demands; the higher the 'points', the higher the chance to get the paper. Our empirical methodology consisted of a bidding platform, where reviewers bid on a set of papers from a large list of submitted papers. We implemented a paper review bidding system where we conducted a series of controlled lab experiments. In each experiment, we isolated one variable and examined how it affects reviewers' behavior in three key bias parameters: order, price, and personal preference bias. We found that presenting a score for each paper significantly changes the behavior of reviewers and incentivized them to choose papers with a higher score, i.e., papers with a higher chance of being received. Furthermore, we found that there is a bias in selecting papers that are displayed at the top of the list, and that reviewers choose papers that match their declared preferences. Finally, we fitted a regression model for the results of each experiment, which presents the factors influencing the behavior of the reviewers and enables prediction about future bids.

520 $a תהליך ביקורת עמיתים הוא צעד חיוני להבטחת איכות המאמרים המתקבלים לפרסום בכנסים אקדמאיים גדולים. בתהליך זה אקדמאים בוחנים את המאמרים שנכתבו על ידי עמיתיהם האקדמאים, מבקרים אותם לפיכך מחליטים האם לקבלם להצגה בכנסים.בתהליך זה קיימות בעיות הנובעות בין השאר מכמות המאמרים הגדולה שמוגשים לכנסים מובילים, בעיקר בתחום מדעי המחשב, כאשר כמות זו יכולה להגיע לעשרת אלפים מאמרים, שעל בדיקתם ממונים כשלושת אלפים מבקרים המכונים חברי ועדה.סיטואציה זו מצריכה תהליך הקצאה מורכב, אשר מטרתו להבטיח שכל מאמר יזכה לביקורות כמה שיותר איכותית ממספר מבקרים אשר צריכים להיות בקיעים בתחום המחקרי של המאמר אותו הם מבקרים. לאחר שמוגשים כלל המאמרים לכנס, ומגויסים חברי הועדה מתקיים תהליך של שתי שלבים. בשלב הראשון מתקיים תהליך הצעות מחיר בו חברי הועדה בוחרים אילו מאמרים הם מוכנים ויכולים לבקר. בשלב השני מתקיים תהליך הקצאה בו עושים לרוב שימוש באלגוריתם אשר לרוב לוקח בחשבון את הצעות המחיר ויכול אף להתחשב בנתונים נוספים הידועים על חברי הועדה ותחום התמחותם, ומקצה מספר מאמרים לכל חבר ועדה לבדיקה. באופן פורמאלי, נגדיר את n להיות קבוצת המבקרים, את m להיות קבוצת המאמרים. בשלב הצעות המחיר, כל מבקר מתבקש לתת הצעת מחיר על R מאמרים. ובשלב ההקצאה כל מאמר מוקצה לכ־r מאמרים לביקורת וכל מבקר מקבל כ־k מאמרים כאשר n/mr = K.בעיה אשר מופיעה בתהליך זה, היא במצבים בהם מאמרים מסוימים לא מקבלים אף הצעת מחיר או לחילופין שמאמרים מסוימים מקבלים הצעות מחיר רבות מעבר לנדרש. במקרים כאלה, בתהליך ההקצאה, נדרשים להקצות מאמרים למבקרים אשר לא ביקשו לקבלם, ויתכן שתחום הידע של המבקר לא תואם את נושא המאמר.מאמרים רבים העוסקים בתחום זה של שיפור הקצאת המאמרים לביקורת עמיתים, מתמקדים בשיפור שלב ההקצאה, איך מעט מאמרים עוסקים בשיפור שלב הצעות המחיר, אשר שיפורו יביא לשיפור ההקצאה על ידי יצירת פיזור רב יותר של ההצעות על פני המאמרים, וצמצום התופעה של מאמרים אשר לא מקבלים הצעות כלל.ישנם שתי מאמרים תיאורטיים מרכזיים אשר כן מתמקדים בשיפור של ההצעות, מאמרים אלה, עליהם התבססנו הם:מאיר ושות [1 [אשר מתייחסים לשלב ההצעות כאל שוק, הם מתאימים לכל מאמר מחיר המשתנה בהתאם לביקוש למאמר, כאשר מחיר גבוה משמעותו ביקוש נמוך למאמר, ולכל מבקר תקציב, אשר הוא מתבקש להציע הצעות על מאמרים עד שיגיע לסך התקציב. התוצאות התיאורטיות של מאמר זה מראות כי למבקרים כדאי להמשיך לבחור מאמרים עד שהם מגיעים לתקציב המוגדר להם, וכי למבקרים כדאי להתייחס למחיר בעת בחירת המאמרים.פיאז ושות [1 [אשר פיתחו אלגוריתם להחלטה על סדר המאמרים המוצגים בפני מבקרים בשלב.
