In this thesis, I aim to explore the impact of EVCS policy on EV ownership as well as propose an EVCS siting methodology that prioritizes equitable outcomes and the expansion of the EV market to include groups thus far excluded from EV ownership due to barriers including price, charging access, and range anxiety. Through the literature review, I examine the different methods for assessing spatial equity in transit planning and existing EVCS placement methodologies. Using the state of Connecticut as a case study analysis, I evaluate the impact of EVCS policy in Connecticut on EV ownership through a series of statistical analyses exploring the impact of EVCS installation on EV registrations 6-months and 1-year following installation at the ZIP Code level. Though this analysis finds no relationship between EVCS installation and subsequent EV registrations, I use conclusions from the literature review to develop an equity-based EVCS siting methodology and apply it to the state of Connecticut and the City of Hartford, Connecticut. The equity-based suitability analysis incorporates a variety of demographic, infrastructural, and other criteria to highlight areas of prioritization for EVCS expansion for both home-based and work-based charging at the state and local levels.
