The disparity of academic performance between non-minority and minority students, referred to as the achievement gap, has created a moral imperative to find effective ways to educate all children. Through education reform, there have been many attempts to remedy the social inequalities in education, including integrating increased technology in schools as a way to improve student academic achievement and to promote educational equity. However, the issue of concern is whether the integration of technology in high poverty schools is beneficial to promoting educational equity and what transformative leadership characteristics and organizational change processes support successful integration of one-to-one technology. To address this issue, a qualitative study focused on organizational change and transformational leadership as it relates to implementing one-to-one technology at high-poverty schools was conducted. Transformational leadership theory and Kotter's change model were used as a conceptual framework for the study. Fifteen urban school leaders participated in semi-structured interviews and data collected from the study provided evidence supporting the benefits of applying transformational leadership theory and Kotter's change model to integration of one-to-one technology in these high poverty urban school settings. The results of the study have implication for practice, including school district hiring processes, coaching and support of school leaders, and implementation of strategies for implementing one-to-one technology in urban school settings.
