In this dissertation, I look at the factors behind Americans' attitudes toward refugee resettlement and how such attitudes can be changed. Examining such attitudes is important because public opinion is taken into consideration when making policy decisions. Negative attitudes toward outgroups can lead to discriminatory and prejudicial behavior which can in turn influence refugees' ability to integrate in the U.S. This dissertation is divided into three parts. I first explore the factors behind attitudes toward refugee resettlement using Syrians as a case study. I find that even though discussions on refugee resettlement emphasize terrorism or economic concerns, prejudice, rather than fears for one's financial or physical well-being, is behind opposition to refugee resettlement. Second, building on communication research, I look at the rhetoric of cable news outlets on refugees and examine whether partisans and individuals who are regularly exposed to certain media outlets react differently to Christian vs. Muslim refugees. I analyze over 14,000 transcripts from Fox News, CNN, and MSNBC that mention refugees between 2011 and 2018 to address this question. The text analysis shows that Fox News places significantly more emphasis in its coverage on the threatening aspects of refugee resettlement. Using an experiment, I find that describing Syrian refugees as Muslim results in decreased support for refugee resettlement among Republicans and Independents who frequently watch Fox News but not among Democrats or regular viewers of CNN or MSNBC. Finally, I examine whether framing the refugee crisis as a humanitarian issue reduces opposition to refugee resettlement. Using a survey experiment, I examine whether discussing Muslim and Christian refugees in a humanitarian manner can influence attitudes toward refugee resettlement. I distinguish between different types of humanitarian frames by providing two stories about a refugee: one that emphasizes the struggle of living in a war zone and one concluding with a success story. I find that people are more likely to support refugee resettlement when they are exposed to the success story. These results suggest that stories about refugees aimed at drawing sympathy are often unsuccessful in changing attitudes if their only focus is describing tragedy without humanizing refugees.
