Numerous urban elementary schools have utilized reading intervention programs that provide remedial instruction to improve students' reading achievement levels. However, the success of these programs is contingent on the fidelity of implementation. Educators have long grappled with the best ways to support struggling readers, as they present with various circumstances that affect the student's abilities. Practical reading intervention instruction for struggling readers in the primary grades has been a focus of considerable concern for educators. The purpose of this basic qualitative study was to examine the practices of an urban elementary school's assessment team's reading intervention services for students who struggle with reading-related tasks in primary grades (K-3). The essential question guiding this research asked what an elementary school assessment team's method is for assessing, identifying and remediating students who struggle to read in primary grades. It was rooted in the constructivist notion that people produce knowledge and form meaning based upon their experiences. Findings demonstrated a consistent perception of appropriate practices for remediating students.
