The early involvement of sociologists in education from the mid- to late nineteenth century can be traced to European scholars. After this period, in the United States, educators and sociologists worked together in an enterprise known as "educational sociology." Their common belief was that schools could contribute to social improvement, by developing human intellect, and inspiring students to devote themselves to reforming society. E. George Payne highlighted the relationship of education to sociology and moved it into academic discourse. This dissertation is the first profile and assessment of Payne's life and an assessment of his contributions to sociology of education through his founding and editorship of the Journal of Educational Sociology. The Journal provided a forum for educators and sociologists to report on research in both theory and practice. In order to assess the degree to which Payne impacted the field of sociology of education, the following research questions were examined: (1) What was the socio-economic and intellectual climate of America that prevailed at the time of the founding of the Journal? (2) What was Ahe-intellectual and socioeconomic climate of America in the years from 1927 to 1944, the years of Payne's editorship? (3) In what ways was the Journal the major organ for the sociology of education? To answer these questions, (1) a narrative biography was compiled, and (2) an appraisal was conducted of all of the issues of the Journal of Educational Sociology from 1927 to 1944. Data for the appraisal were collected using a survey approach similar to Frenise Logan's Model for evaluating the Journal of Negro History (1959). The survey examined Journal editorship, focus, content, and contributing authors' biographies. This study resulted in an intellectual portrait of E. George Payne, which describes how his progressive, pragmatic views flourished during his years at New York University. At New York University, he established the Department of Educational Sociology as its first Chair, and later, became Dean of the College of Education. E. George Payne and the Journal of Educational Sociology are identified as major contributors to the field of Educational Sociology.
