Cyberattacks are ubiquitous and present the greatest threat to global Internet commerce. No single system, methodology, or technology regardless of complexity has provided a thoroughly effective solution. Deterrence through laws and regulations is likewise hampered by gaps that stifle basic judicial processes, such as determining jurisdiction, preventing broad successful law enforcement. Furthermore, Platform Capitalism and the commoditization of data is accelerating the growth of cybercrime. While estimates of cybercrime losses vary, the majority range between $375 and $575 billion annually. The purpose of this study is to determine metrics by which these estimates can be assessed. The specific areas investigated are the number of cybercrimes reported each year, the number of those that are referred and prosecuted, what percentage of total cybercrime loss is represented by those cases, and how do cybercrime losses compare to cybercrime revenue? Since the detailed information is considered critical, anonymity for targeted organizations is critical. This is facilitated by annual data provided by the FBI's website for filing cybercrime complaints. Annual reports from this FBI agency have been issued for the past 18 years.The results of analyzing this data is that only approximately ten percent of all cybercrimes are reported. Only 0.19 percent of cybercrimes referred for prosecution result in a court case. In addition, 0.02 percent of cybercrime losses are represented by these cases. It was also determined that the conviction rate of cybercrimes compares favorably to other major crimes. Finally, cybercrime revenue exceeds cybercrime losses by 1,000 to 1. The conclusion of this study provides an analysis of this data which indicates total cybercrime losses are more on the order of $175 to $200 billion annually. While this figure is approximately half the current consensus amount, rapid growth in global digital commerce through the continued expansion of the Internet will provide increasing opportunities for cybercrime to expand. This opportunity is being facilitated by platform economics, where the practice of data mining by platform owners blurs the line between that behavior that is legal and that which is not. Given the rampant growth of cybercrime experienced to date, this difference will be overcome in short order.
