This dissertation examines the question of when the U.S. scales back on democratizing reforms in the countries it occupies and when it pushes for them, focusing specifically on economic reforms to support a newly implanted democracy. The central question of my project is why the U.S. undertook extensive redistributive reforms in certain countries, but only limited or no reforms in others, during the Truman administration, a time when American elites believed that a roughly equal distribution of wealth undergirds democracy.

520 $a The conventional wisdom states that the U.S. implemented redistributive reforms only as a palliative to prevent the occupied population from being attracted to rising communism. Placing the conventional wisdom under scrutiny and examining the U.S. occupation in Japan and South Korea, this project will show how the variations in the threat of a communist takeover impeded or encouraged the U.S. plan for socio-economic equity by determining the U.S. strategic calculations for reforms and its choice of elites to be co-opted as partners of the occupation.
520 $a The key argument of this dissertation is that the greater the communist threat was inside and outside target states, the smaller the scale of the U.S.-sponsored economic reforms was; and, the smaller the communist threat was, the greater the scale of the U.S.-proposed reforms was. More specifically, the United States insisted on and conducted the large scale land redistributions or the break-ups of industrial cartels when it faced smaller communist challenges to the occupation, and the converse was the case as well.
520 $a During the occupation of Korea, the U.S. conducted only limited land redistribution because the U.S. faced a strong local communist movement and it collaborated with the conservatives. In Japan, sweeping large-scale land reform was possible as the threat to the occupation from the Soviet Union and local communists was marginal. Yet, as the Cold War intensified and the local communists became subversive, the U.S. decided to rescind its commitment to the break-up of industrial cartels.
