Since 9/11, protecting critical infrastructure from terrorism and other man-made and natural hazards has been one of the United States' highest homeland security priorities. Recognizing that public- and private-sector interests and responsibilities are intertwined, public policy dictates that government work in partnership with private-sector critical infrastructure owners and operators for the purpose of achieving positive outcomes that neither could achieve alone. However, some critics contend that these public--private partnerships have not lived up to their potential and point to trust as a possible barrier to success.

520 $a This quantitative research study examined perceptions of trust held by stakeholders in voluntary public--private partnerships formed for the purpose of protecting critical infrastructure in the United States (PPP-CIP). Additionally, the effect of time, operationalized as partnership experience, was explored. A multilevel, multidimensional research model, created based on extant trust-related literature, was used as the foundational research construct.
520 $a A survey was used to gather perceptions of trust beliefs, trust attitudes, and trust-based outcomes from a representative sample of individuals with experience working in PPP-CIP. The instrument was adapted from a previously published survey tool and modified to fit the PPP-CIP context. Validity and reliability testing was performed prior to the survey's use.
520 $a Research findings suggest that perceptions of trust between government and private-sector stakeholders in PPP-CIPP are asymmetric. Cross-sector partners in this study did not share the same opinions of each other's trustworthiness or willingness to engage in trust-based behaviors including information sharing and power sharing. Both policy and practice interventions to reduce these perceptual differences and to foster the growth of trust within PPP-CIP are offered as are suggestions for future research.
