With the penetration of electric vehicle increasing among the masses, overloading and low voltage violations become a very tangible problem for the utility. A novel timer based communication-less controller is presented to prevent the adverse effects of electric vehicle charging in dense urban networks; namely overloading and low voltage violations. The method consists of subdividing the network in smaller sub-networks using the epsilon decomposition. Independent controllers are then installed at each node where a large number of customers are connected. Independent controllers are preprogrammed based on the node's relative position and sensitivity. It is shown that the chosen network can successfully allow 20% of electric vehicle penetration in the network without the need for any upgrading of any transformer or cable. Without the use of the charging strategy, large electric vehicle penetration would create a serious voltage violation problem.
