520 $a Efficient use of labor and capital resources is essential to economic development in rural China. The present study examines post-reform allocative efficiency of the labor force in Chinese agriculture and mobility of capital resources in rural China.
520 $a A social welfare maximization model is developed to perform tests for labor allocative efficiency. One tests the equality of the marginal product of labor across farm households with different endowments of land/labor ratio within regions. The other tests the equality of the marginal product of labor across regions. Results indicate that the labor market in Chinese agriculture is not only fragmented by geographic districts but is also incomplete within local areas. The inefficiency of labor use due to the lack of labor markets in rural China is measured and estimated by the ratio of the amount of labor which is actually hired to the amount of labor that should optimally be hired. The data used in the research come from a detailed micro-survey of 1200 farm families located in six counties from north to south in China.
520 $a Infinite time horizon and overlapping generations with bequest models are developed to study farm households' consumption, investment and saving behavior under the current financial environment. It is found that high inflation and low interest rates on deposits may lead to overconsumption and overhousing. Implications of the model are tested by using 1986-89 officially published data. In most cases the empirical results support the above conclusions. Maintaining a positive real interest rate is recommended to attract more fund to savings deposits and to improve the efficiency of investment.
