This dissertation examines the University of Phoenix, established in 1976 as a for-profit higher education institution operating online and local campus locations throughout the United States. University of Phoenix is among the largest for-profit higher education institutions having experienced rapid growth until Fall 2010. As an innovator, the University of Phoenix began the use of online higher education, the use of adjunct faculty from industry rather than full-time academic tenured faculty, and a focus of assisting working adults to earn a college degree. In 2010 and years following, the University of Phoenix was the subject of undercover investigations by the Government Accounting Office and subsequently the United States Senate Committee on Health, Education, Labor and Pensions; the Department of Defense, Department of Veterans Affairs; and accrediting investigations by the Higher Learning Commission.

520 $a Research questions for this study were: How did the University of Phoenix respond to the charges made in the investigations? What changes, if any, did the University of Phoenix make to its operating philosophy following the investigations? What guidelines, if any, did the University of Phoenix establish for changing its curriculum and educational services following the investigations? Finally, what can for-profit, higher-education institutions learn from the experience of University of Phoenix? This dissertation used the case study approach to interview seven key executives within the University of Phoenix. Responses from these interviews addressed the research questions and key themes emerged in the case study. Some of the themes included: Investigations are a normal activity of conducting business. The Higher Learning Commission's focus is on accreditation compliance. Investigations allow the University of Phoenix to showcase its compliance, innovation and willingness to change. Financial aid tools were added to the University of Phoenix website to enable students and prospective students to know tuition costs. The University offered a no-cost, no-obligation three-week credit-bearing orientation course which allowed students to experience college life both online and at local campus locations. Additional themes were identified and discussed. The researcher made specific recommendations for the University of Phoenix which could also be applicable to other for-profit higher education colleges and universities.
