Context: Emergency action planning is a crucial component to hosting athletic events; however, this planning may be overlooked at the high school level if the school does not have access to an athletic trainer (AT). Emergency action plan (EAP) development may be associated with the presence of an AT at high schools. Setting: Content validity of the survey instrument was established through consultation with athletic directors (ADs) and ATs at the Minnesota Interscholastic Athletic Administrators Association conference in March 2013. Surveys were distributed electronically in October 2014. Participants: All Minnesota State High School League (MSHSL) ADs (n = 469) were contacted and asked to participate. 148 individuals consented and completed the survey for a response rate of 31.6%. ADs from 66 of the 87 (75.9%) Minnesota counties responded, and 31% of participants represented schools located in the Minneapolis-St. Paul metropolitan area. Interventions: The electronic survey contained questions on school demographics, EAP development, access to medical personnel, and opinions on MSHSL recommendations and state mandates. Main Outcome Measures: SPSSRTM (V.22) was used to analyze the survey data, and Spearman's Rho and Chi-square tests were employed to determine statistical significance. Results: 73.6% of participating high schools reported having access to an AT. There is a statistically significant association between having access to an AT and the creation of an EAP (chi2 = 4.1, P = .04), and between schools that directly employ an AT and the occurrence of EAP rehearsals for athletic venues (chi2 = 4.1, P = .04). There is a negative correlation between total school enrollment and having created an EAP for all athletic venues utilized by the school (Spearman rho = -0.22; P = .007), and a positive correlation between enrollment size and the number of hours per week that an AT is present (Spearman rho = 0.56; P < .001). Access to an AT for 20 hours a week or less is associated with rural schools (chi 2 = 15.3, P < .001). Conclusions: Although having access to an AT does not guarantee that emergency action planning occurs for all athletic venues, there is an association between EAP creation and the presence of an AT. In Minnesota, student-athletes at schools with a lower total enrollment have access to an AT for fewer hours per week, and rural schools report having access to an AT for less than 20 hours per week at a greater frequency than their urban counterparts. Practical Applications: ADs can increase their school's preparation for athletic related emergencies by ensuring the school has access to an athletic trainer.
