520 $a The Soviet famine was evidently more important to the newspapers studied than the Chinese famine because there were 172 articles about the Soviet famine and only 111 articles about the Chinese famine. The news hole comparison showed even greater differences between the coverage of these two famines.
520 $a An analysis of the newspaper contents and of current data showed that the two newspapers presented a pseudo-reality to the readers about the famines. Although traditional factors such as content and context factors affected the quantity of the news stories, greater influence could be attributed to other factors that affected the quality of the news, such as bureau location, percentage of borrowed news, manipulation, restriction, censorship, security and personal view.
520 $a Thus, this study proposed an integrated theory of news flow. Any international news event flows through at least two countries' press systems. A news event will inevitably be transformed by the press systems during the news flow process. The degree of transformation depends on the nature of the news event and what press systems it goes through. Within each country's press system, gatekeeping, agenda-setting and press-government relations function according to their specific criteria, priority and process.
520 $a In conclusion, both newspapers reported indications of the problem during both famines. But the newspapers did not set the famine agenda for the public. Therefore, the public was unable to influence policy makers to make changes in policy and provide food aid to the Soviet Union and China. Tens of millions of Soviet and Chinese people died in the two famines.
