The study identifies the perceptions of the Chief Fiscal Officers (CFOs) at both public and private colleges and universities in Taiwan as such perceptions relate to the changes in government funding policies for higher education. The subjects were 46 CFOs at Taiwan's higher education institutions (HEIs), one from each HEI, representing 73% of the HEIs in the system. Subjects were grouped based on the type (public and private) and size (median of the 1995 student head count) of HEIs. 15 subjects were from large public HEIs, 13 were from small public HEIs, 10 were from large private HEIs, and 8 were from small private HEIs.

520 $a A questionnaire containing 70 open-ended questions and 8 close-ended questions was used to secure the CFO's perceptions of five areas of problems (sub-problems) with respect to the changes. A five-point Likert scale was used. Problem One contained 10 questions to elicit the CFOs' perceptions of the overall effects of the changes by measuring the degree of agreement. Problem Two contained 11 questions to draw out the CFOs' perceptions of the questions to draw out the CFOs' perceptions of the anticipated results of the changes in their institutions by measuring the degree of effect. Problem Three contained 10 questions to find the CFOs' perceptions of what responses their institutions needed to make by measuring the degree of necessity. Problem Four contained 23 questions to extract the CFOs' perceptions of how effective their responses may be by measuring the degree of effectiveness. The last problem contained 16 questions to secure the CFOs' perceptions of their major concerns about responding to the changes by measuring the degree of importance.
520 $a Two-way analysis of variance (ANOVA) procedures reveal no interaction, and only one difference (0.05 level) was found in Sub-problem Four based on the size of HEIs. CFOs at small HEIs perceive higher effectiveness of responses than large HEIs. Otherwise, the CFOs responded to this study very consistently and tended to perceive similar effects of the changes (a scale mean of 3.54). Twenty recommendations are made for the HEIs, the government, and future study.
