This dissertation explores the extent to which the topic of pastoral care acted as a point of unity or contention between Church of England, Presbyterian, and Congregationalist divines c. 1689--c. 1730. This project focuses on Low Churchmen and moderate Presbyterian and Congregationalist divines, but will also explore the pastoral views of some High Churchmen and of nonconformists favoring the more heterodox tendencies of "rational dissent." In the Church of England and in dissenting circles, as well as between conformists and nonconformists, pastoral care was often used as a call for unity, as pastoral duties were the concern of all ministers. However, due to the widely encompassing nature of the cure of souls, various pastoral issues became points of conflict. Sometimes these conflicts occurred because all parties agreed on a specific issue's importance, such as preaching or moral reformation, but disagreed over the best methods to achieve it. At other times, ministers used calls for pastoral reformation as solutions to problems of anticlericalism or a decline in religion, but not all agreed that improvements to pastoral care would be an effective response, or how such a reformation could be accomplished.

520 $a Ministers during the late seventeenth and early eighteenth centuries faced a new political, social, and religious landscape that raised new debates concerning pastoral care, such as the use of voluntary societies, as well as reframing old ones, such as the importance of clerical morality and pastoral dedication. The context of toleration in England after 1689, as well as fears about anticlericalism and attacks on religion, forced conformists and nonconformists to reevaluate their pastoral strategies. In the Church of England, this reevaluation meant either finding ways to lure (or force) dissenters back to the national Church, or finding a way to exist beside them that would not sap the Anglican Church's strength. Anticlerical attacks, both actual and perceived, were closely tied to the issue of pastoral failure, dividing Low and High Churchmen over issues of bolstering popular appeal versus emphasizing sacerdotal authority.
520 $a Presbyterians and Congregationalists, now legally in a similar situation under the Toleration Act of 1689, had to find ways to justify the existence of their ministries under a toleration that seemed precarious, while being careful to define the boundaries of their ministries in order to refrain from open competition with the national Church. The "Salters' Hall Debate" of 1719 raised questions concerning the mission, purpose, and value of dissent that were reignited in the 1730s amidst concerns about the "Decline of the Dissenting Interest" and its causes. In the course of these debates nonconformist ministers were forced to reevaluate the balance between the hard-won "Christian Liberty" of old dissent, the importance of reason and politeness, the need to teach a salvific faith, and the encouragement of holiness.
