Over the past decade, many school districts have enacted harsh disciplinary consequences for a broad array of student behaviors in response to zero-tolerance discipline policies. Consequences for inappropriate behavior include out-of-school suspension, in-school suspension, expulsions, referrals to alternative schools and referrals to law enforcement. Zero-tolerance policies were intended to curb inappropriate behavior and school violence. Instead, they, too, often push students out of school and into the justice system.

The effects of counseling interventions on middle and high school age students have been studied. However, less is known about the effects of such interventions with younger students. The purpose of this research was to examine the outcomes of implementing a small group counseling program, using a cognitive behavior therapy framework focusing on decision making and measuring the number of discipline referrals of elementary students who exhibit chronic behavior problems.

The findings revealed that counseling intervention had a positive effect on student behavior; in fact, the total number of discipline referrals for behaviors related to aggressiveness, disrespect, and insubordination decreased for all eight students during the six week intervention phase. Additionally, the number of discipline referrals increased during the second six week baseline phase, when the intervention was removed. Furthermore, these findings suggest that the cognitive behavioral therapy framework was effective in this instance. Finally, the results also suggest that opportunities for student reflection on personal experiences and reaction to situations could further strengthen the set of decision making skills they acquired during the intervention.

Recommendations for implementing this type of counseling intervention include a plan for continuing the development of decision making skills. Other areas of counseling should be explored to determine whether they result in more positive effects on behavior among elementary students. This research would inform how schools can more effectively use one of their resources, the school counselor, to instill better decision making skills among elementary students. This early intervention could give these students a better chance of succeeding in school and in life, so they will not move from the school system to the prison system.
