520 $a The study examines evidence from prior research on how place of residence, personal, and family circumstances influence persistent poverty or welfare dependence. The study then uses an original extract of new entrants to the District of Columbia AFDC caseload to examine to what extent contextual factors, including neighborhood poverty and family circumstances, were associated with welfare duration. Four hypotheses are tested: living in low poverty areas is associated with positive outcomes for low-income, minority families; longstayers are disproportionately concentrated in high poverty neighborhoods; individuals residing in high poverty neighborhoods stay on welfare longer than individuals with similar personal characteristics residing in less poor neighborhoods; and factors that describe the context in which recipients live, such as housing instability, are associated with longstaying.
520 $a Prior research suggests that many poor minority families may not successfully move out of poor neighborhoods without additional help; others with complex service needs may not be able to move at all. Longstayers in the DC data extract were somewhat more concentrated in high poverty neighborhoods; individuals residing in high poverty neighborhoods remained on welfare slightly longer than those in lower poverty neighborhoods. Contextual factors (e.g., children's ages, presence of other adults) were related to length of stay. The strongest, but very small, predictive relationships found were between welfare duration and marriage at some point, moving, and, to a lesser extent, neighborhood poverty exposure. The data were severely limited, but the combined evidence from prior research and the DC caseload analysis provides directions for new research on how family and neighborhood dynamics impact welfare dependence, and program experimentation with case management and other housing-based service delivery strategies to address them.
