There is broad recognition that families, however we choose to define them, play an important role in socializing children to meet not only their own needs, but also those of society.{09}Access or lack of access to family supportive resources may affect how parenting and economic strain are experienced and contribute to an overall negative assessment of life quality. Increasing the visibility and understanding of rural families' needs provides important information for organizations, public and private, and family professionals as they seek to effectively target services and programs relative to the importance of the specific needs of rural, low-income families.

The influence of parenting performance or confidence and economic strain on life quality was examined using family stress theory and a rural social systems approach. The sample for this study was drawn from Wave 2 of the longitudinal "Rural Low Income Families: Tracking their Well-Being and Functioning in the Context of Welfare Reform" study, commonly known as Rural Families Speak. In structural equation analyses utilizing a national sample (N=253) of rural, low-income mothers, parenting performance or confidence had stronger direct effects on life quality than did economic strain.

The statistically significant relationship between parenting performance or confidence and economic strain indicated the two concepts were interwoven. High levels of parenting performance or confidence and low levels of economic strain were positively associated with life quality. Social support for parenting and friendship social support were both statistically significant and contributed equally to parenting performance or confidence. Mental and physical health problems detracted from parenting performance or confidence. Borrowing money from family or friends increased economic strain.{09}Increasing the visibility and understanding of rural families' needs provides important information for organizations, public and private, and family professionals as they seek to effectively target services and programs relative to the importance of the specific needs of rural, low-income families. Implications for Extension programs and other community educators developing educational programs for families are provided. Microfinance implementation information and suggestions are discussed.
